The ongoing first session of the 17th Lok Sabha passed a number of bills including Jammu and Kashmir Reservation Bill for providing 3 per cent quota in government jobs and educational institutions to those living near the international border. The Lower House (Lok Sabha) and the Upper House (Rajya Sabha) adopted a resolution to extend President’s rule in Jammu and Kashmir for another six months. Decision regarding a Bill to amend the Jammu Kashmir Reservation Act 2004 was also taken. Both the issues, were earlier cleared by the Lok Sabha and later discussed in the Rajya Sabha. At present the J&K Reservation Act allows 3 per cent reservation for education and jobs to persons residing along border areas in the state, other than the International border. Taking part in the discussion, Union Home Minister Amit Shah said that the government would consider upping the ceiling by another 4 per cent under the Act, He said that the Modi government was pursuing former Prime MInister Atal Bihari Vajpayee’s doctrine of “Insaniyat,Jamhooriyat and Kashmiriat” to solve the Jammu and Kashmir imbroglio.
Mr. Shah reiterated the government’s policy of ‘zero tolerance’ towards terrorism. This was showing results on the ground. The Home Minister said that by holding Panchayat and Municipal elections, the central government has worked towards fulfilling the promise of Jamhooriyat. Creation of Ladakh as a separate division and providing more powers to the Hill council were cited by him as government steps towards strengthening democracy.
Cutting across party lines, the Rajya Sabha (Upper House) supported the Bill that seeks to replace an Ordinance passed to provide reservation to scheduled caste and Scheduled tribes and economically weaker section for teachers post in Central educational institutions. The Central Educational Institutions (Reservation in Teachers’ Cadre) Bill, 2019, which will allow filling of about 8,000 existing vacancies in 41 Central Universities and also provide 10 per cent reservation for economically weaker sections from the general category was introduced to replace an ordinance issued in March this year.
The Lok Sabha also approved the Dentists Amendment Bill 2019. The bill aims to do away with mandatory representation for practising dentists without proper qualification in the Dentist Councils. The bill seeks to amend the Dentists Act, 1948. The Act regulates the profession of dentistry including the State Dental Councils and the Joint State Dental Councils. Health Minister Dr. Harsh Vardhan said the amendment aims to remove the word ‘mandatory’. The Bill was unanimously supported. Health Minister also told the Lok Sabha that the Government will soon come up with a National Medical Commission (NMC) bill for “comprehensive reforms in Medical Education sector. The Minister was replying to a debate on the Indian Medical Council (Amendment) Bill, 2019 which was later passed by the House by voice vote. This Bill provides for the supersession of the Medical Council of India (MCI) for a period of two years with effect from September 26, 2018. It will replace an Ordinance promulgated on February 21.
A bill to set up an independent and autonomous regime for institutionalised domestic and international arbitration was introduced in Lok Sabha.The New Delhi International Arbitration Centre (NDAIC) Bill 2019 seeks to replace an ordinance issued in March this year by the previous government. It provides for setting up of an independent and autonomous body for institutional arbitration and to acquire and transfer undertakings of the economy in the World in 2019-20.
Union Minister for Finance and Corporate Affairs Mrs. Nirmala Sitharaman tabled the Economic Survey 2018-19 in the Parliament on July 4. It clearly stated that the year 2019-20has delivered a huge political mandate for the Government which augers well for prospects of high economic growth. India continues to remain the fastest growing major economy of the world in 2019-20. Finance Minister Mrs. Sitharaman also presented the first Budget of the Modi 2.0 Government on Friday. The big, bold policy initiatives would certainly take country to a higher growth trajectory.
